Jean-Louis Lambeau, Social Protection and Evaluation

Jean-Louis, co-founder and lead consultant, based in between Zambia and Belgium, is a development and humanitarian professional with 30-years expertise in Social Protection and Climate Resilience. Certified evaluator, coach and knowledge manager, Jean-Louis is also journalist and photographer.

Biography

At the International Labour Organization (ILO), Jean-Louis served as Chief Technical Adviser managing large scale social protection programs in Africa and Asia, notably leading initiatives on universal health coverage, social protection floors, and climate adaptive social protection, with donors including IrishAid, the French Development Agency (AFD), and EU-backed initiatives.
Previously, Jean-Louis contributed significantly to humanitarian and advocacy efforts as a Human Security Adviser for ActionAid International, operating across the Latin America and Caribbean region. He coordinated community-based resilience activities and evidence-based advocacy programs, working extensively in Haiti, the Dominican Republic, Central America and Brazil.
Jean-Louis also played a critical cross-sectoral role with LuxDev, particularly in Cape Verde and Rwanda, where he strengthened Health and Environmental governance through institutional capacity building and technical advise including by facilitating national coordination mechanisms, and leading strategic evaluations to support sector-based decision making.
Jean-Louis is fluent in French and English, has working fluency in Portuguese and in Spanish. He holds master’s degrees in Development Studies and Journalism, complemented by several professional certifications, in impact evaluation, disability inclusion, and knowledge management.

Siku Luputa

Walusiku Luputa, Climate Resilience

Walusiku, (“Siku”), co-founder and lead consultant, based in Zambia, is an expert with over 9 years of project management, environmental and social audits (ESIA), and community based fieldwork experience, with organizations such as UNICEF, CSPR. Siku drives impactful change in Climate Governance and Resilience, Nature-based Solutions, and Social Advocacy across Sub-Saharan Africa and in Indonesia.

Biography

Walusiku played a key role in Zambia’s first-ever child-led Voluntary National Review and has led initiatives focused on disaster risk financing and climate-resilient food systems.

She is passionate about advancing inclusive, equitable solutions and has a deep understanding of the region’s unique challenges.

Her work continues to foster innovation and collaboration in tackling climate and development issues.

Carla Serrão, Expert in International Cooperation, Energy Transition , and Informal Economy  

Carla is a Portuguese-Angolan international development specialist, with 24 years’ experience focused on social policy, climate resilience and formalization of the economy. Her career spans the UN system, government and private sector in Angola, and includes technical advisory roles on gender, financial inclusion and the informal-to-formal economy transition in Africa.

Segun Tekun, social protection specialist

Carla Serrão brings to JLS Consulting more than twenty-five years of high-level experience across Angola and the wider African region, working with UN agencies, governments, development banks and civil-society organisations. Her core expertise lies in social policy, gender and financial inclusion, informal-to-formal economy transitions, evaluation, and governance strengthening. She combines systemic analysis with strong field methods, leading complex evaluations, multi-country knowledge products, and policy design processes for UNDP, UNICEF, the AfDB and the World Bank.
Her profile bridges policy advisory and operational delivery, with a record of designing institutional frameworks, coordinating multi-stakeholder reforms, and generating evidence for decision-making. She works in Portuguese and English, with advanced French and Spanish.

Dr. Jewette Hachikoko Masinja, Engineering and Environmental Audits

Dr. Jewette Masinjais, associate consultant, based in Zambia, is a mineral processing engineer, academic, and consultant with over three decades of experience in environmental management, mining governance, and sustainable development. He has held senior positions in government and academia, led numerous national and regional policy initiatives, and currently lectures at the University of Zambia.

Biography

Dr. Jewette H. Masinja is a seasoned expert in minerals processing, environmental management, and sustainable development with over 30 years of professional experience spanning government, academia, and international consultancy. He holds a PhD in Minerals Processing from the University of Queensland and a BSc in Minerals Engineering from the University of Birmingham. A former Permanent Secretary in three Zambian ministries and past CEO of the Tobacco Association of Zambia, Dr. Masinja has contributed to policy and legislation on environmental protection, mining governance, and climate resilience across Africa. He has led or participated in over 100 consultancy assignments, including high-profile EIAs, audits, and regional strategy frameworks for institutions such as UNECA, SADC, AfDB, and UNDP. As a university lecturer and research coordinator, he continues to shape the next generation of mining and environment professionals through postgraduate teaching, thesis supervision, and leadership of the Centre of Excellence on Critical Minerals at UNZA.

Dr. Jewette Masinja

Stefan Urban, Social Protection and Labour Markets

Stefan , associate consultant, based in between Viet Nam and Germany, is a social affairs economist with extensive experience in social protection, public finance, and labor market analysis.

Biography

As a Social Protection Financing Expert at the International Labour Organization, Stefan co-authored the reference publication, “Fiscal Space for Social Protection: A Handbook for Assessing Financing Options,” released in November 2019. His expertise includes assessing financing gaps, developing strategies to extend social protection coverage, and evaluating the sustainability of social protection programs.

Most recently, Stefan has served as a Social Affairs Economist at the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP), where he contributed to policy development and analysis in social protection and labor markets. ​Stefan’s career reflects a steadfast commitment to enhancing social protection systems and promoting equitable economic development. His analytical acumen and strategic insights continue to contribute significantly to policy formulation and implementation within the UN framework.

Faides TembaTemba, Gender

Faides TembaTemba, associate consultant, based in Zambia, is a leading figure in social development and a recognised expert in gender policy, with over two decades of experience in the design, implementation, and advocacy of programmes promoting women’s empowerment and social equity.

Biography

Faides TembaTemba is a specialist in social development with over 20 years of experience in governance, gender equality, women’s rights, and poverty reduction.

Before joining ActionAid Zambia as Country Director, she held leadership positions in several international and national organisations, including the Civil Society for Poverty Reduction (CSPR), Gender Links, Oxfam, Care International, SAfAIDS, REPSSI, and Africare, where she contributed to structural reforms and the empowerment of marginalised communities. She is recognised for her strategic leadership, commitment to social accountability, and ability to mobilise stakeholders around shared visions of sustainable change.

Faides holds a bachelor’s degree in social work and a master’s degree in development studies from Cavendish University in Zambia. She has co-authored reports on tax justice, climate change, and women’s rights, notably within the framework of ActionAid Zambia.

Sekun Tegun

Sekun Tegun, Social Protection and SMEs

Segun, associate consultant, based in Nigeria, is a social protection and sustainable development specialist with over a decade of experience designing inclusive, rights‑based systems across West and East Africa. He brings deep expertise in social policy, adaptive safety nets, and integrated programming that connects vulnerable populations to health, education, livelihoods, and economic resilience initiatives.

Segun Tekun, social protection specialist

Segun is a seasoned social protection specialist with extensive experience in policy advisory, programme design, and system strengthening across Nigeria, Ghana, Liberia, Sierra Leone, and Somalia. He has led innovative cash transfer initiatives benefiting over 500,000 households, designed inclusive safety net programmes linked to health insurance, and supported governments in developing universal child benefits, disability‑inclusive strategies, and shock‑responsive systems.

In Somalia, Segun conducted market assessments to inform the design of livelihood and productive safety‑net programmes, helped FAO launch a Productive Safety Net Programme (PSNP) Taskforce, and drove initiatives like VSLA formation for 1,669 members (60% women) within agricultural pathways. He also championed integrated approaches to climate-smart social protection—incorporating livelihood insurance and early warning systems alongside traditional transfer mechanisms

His work spans multilateral institutions—including UNICEF, FAO, ILO, and UN Women—where he provided technical leadership on financing frameworks, MIS development, social insurance reforms, and poverty analytics. Segun holds an MBA in Financial Management and is pursuing a PhD in Sustainable Development. He is certified by ITC/ILO in social protection standards, actuarial modeling, and health financing.

Olivier Louis dit Guérin, Social Protection

Olivier, associate consultant, based in between Senegal and France, holds a degree in development economics. He has worked as a project manager and scholar at the Centre for International Development and Research (CIDR), as well as at the International Labour Office (ILO). He now works as a consultant specializing in the field of social protection.

Biography

In his recent endeavors, Olivier has served as a consultant for the ILO and the World Bank, providing insights into social protection mechanisms across the West Africa region.

With thirty years of experience, he brings a broad expertise in the feasibility, implementation, and evaluation of national social protection programmes and systems, both contributory and non contributory, with a particular focus on extending coverage to the informal economy and the Just Transition.

Olivier has extensive geographical experience in West Africa and is a native French speaker.

Theresa Mukeya, HIV-AIDS and Gender

Theresa, associate consultant, based in Zambia, is a development professional with over 20 years of experience in gender equality, HIV and AIDS response, and strategic programme management across the South Africa Region. She has led the integration of gender and HIV priorities into national frameworks, UN programmes, and workplace policies, with a track record of impactful partnerships, policy formulation, and capacity building.

Theresa Mukeya – Maseka is a Zambian development specialist with more than two decades of experience spanning gender mainstreaming, HIV and AIDS programming, and capacity building in the public and development sectors. Currently serving as National Project Officer with the ILO in Zambia (2019–2025), she has led the integration of gender and HIV priorities into the Zambia Decent Work Country Programme and UN cooperation frameworks. Her career includes senior roles with the Southern Africa AIDS Trust, VSO, Zambia National AIDS Network, and the Catholic Diocese of Ndola. She holds a Master’s in Gender Studies and has supported the development of national strategies, including Zambia’s Gender Policy and National AIDS Strategic Framework. Theresa is also experienced in participatory M&E, policy development, and institutional capacity strengthening, with a strong focus on rights-based approaches.

Gricha Lepointe

Gricha Lepointe, DRR

Gricha Lepointe, associate consultant, based between Cape Verde and France, is a professional with over 25 years of experience of development and humanitarian work, in the DRR, Health and Education sectors, with major coperation partner such as the European Union, Canadian International Development Agency (CIDA), USAID, United Nations, and Luxembourg Cooperation.

Biography

Gricha possesses specialized expertise in cross-sectoral approaches, notably resilience, the humanitarian-development-peace nexus, disaster risk reduction (DRR), climate change adaptation (CCA), social cohesion, and peacebuilding.

He has spent more than a decade leading missions and managing projects across various sectors, including health, education, social protection, rural development, and vocational training. His career includes both providing strategic counsel and technical support to strengthen political and institutional dialogues, demonstrating robust analytical capabilities and strategic planning skills.

His positions include Country Representative and Team Leader roles with UNICEF in Haiti, or with Lux-Development in Cape Verde and Rwanda, or in Burundi, for IBF International Consulting on a European Union-funded resilience initiative, supervising technical assistance for a €120 million program across health, rural development, nutrition, gender equality, and DRR.

His consultancy work includes missions in Mauritania for LINPICO/EU, advising the development of national humanitarian strategies, and in Morocco with Ginger International, leading health crisis preparedness projects. Additionally, Gricha has authored and contributed to multiple technical and procedural manuals focusing on security management, results-based management, hospital planning, disaster risk management, and psychosocial support.

Gricha holds a Master’s degree in Management and Business Administration from Université de Pau et des Pays de l’Adour, a postgraduate diploma in Human Rights from Université d’Évry-Val d’Essonne, and a diploma from École des Hautes Études en Sciences Sociales in Sociology. Djo Gikic

Dr. Djordje (“Djo”) Gikic, Public Health

Dr. Djordje (“Djo”) Gikic, associate consultant, is a public health physician with over 20 years of experience strengthening health systems in fragile and conflict-affected settings. A board-certified medical doctor with an MPH from Johns Hopkins, he has advised ministries of health, international organisations, most renctly GAVI, and NGOs across countries such as Somalia, Yemen, Afghanistan, and Chad.

Dr. Djordje (“Djo”) Gikic – Health Systems Expert

Dr. Djordje (“Djo”) Gikic is a seasoned public health physician with over 20 years of experience in global health systems strengthening, strategic planning, and programme implementation. Most recently serving as a Health Systems Expert with Gavi, the Vaccine Alliance, he focuses on fragile and conflict-affected settings, providing technical support to countries such as Somalia, South Sudan, Sudan, Yemen, Syria, Afghanistan, Haiti, and Chad.

Dr. Gikic combines a deep understanding of country-level health systems with experience advising at the highest levels of government. His career spans work with bilateral donors, NGOs, and international organizations, including the World Health Organization and the World Bank. He has also held leadership roles in the private sector as a management consultant with McKinsey & Company, where he advised on health financing and reform strategies.

He is a trained medical doctor, board-certified in Family Medicine, and holds a Master of Public Health from the Johns Hopkins Bloomberg School of Public Health, where he also completed a specialization in Preventive Medicine. He earned his medical degree from the University of Geneva Faculty of Medicine. Dr. Gikic has led transformative work in the field. He was Country Director for the Clinton Health Access Initiative (CHAI) in Rwanda, overseeing national strategies for health system strengthening. In Madagascar, he helped establish a model health district with Pivot, a Partners In Health affiliate. He also contributes to governance and innovation in health delivery as a member of the Advisory Council of Bulamu Healthcare, an organisation improving access to care in Uganda.

Based between Spain and Geneva, Dr. Gikic brings a strategic mindset and hands-on experience to complex health challenges in low-resource and crisis-affected settings.
